The enigmatic 3-PB means three push buttons and luckily there is this little drawing to help. Pushing all push buttons after a battery replacement is quite standard for many Citizen movements. It normally resets the electronic movement. For this analog-digital watch, all there is to do after a battery replacement is to set the analog time via the crown and the digital time via the push buttons.
In the middle of the battery compartment you see the four tiny holes revealing the pinions of the tiny gear train. That small analog part is also the reason why these watches run for a very long time on a CR2016 battery. The openings allow the watch service personnel to apply a bit of oil during a battery change.
